A new pragmatic federalism is the only viable path,

“Beyond declarations, and out of necessity, Europe’s future must be a journey toward federalism. But as desirable as a true federation may be, it would require political conditions that do not currently exist. And the challenges we face are far too urgent to wait for those conditions to emerge. Therefore, a new pragmatic federalism is the only viable path forward. This is a federalism based on concrete issues, flexible, and capable of operating outside the slower decision-making mechanisms of the EU.”
